En la mayor\u00eda de los casos exigen competencia. Las normas de la UE reflejan y refuerzan la relaci\u00f3n calidad-precio en la que se centran muchas de las nuevas pol\u00edticas de contrataci\u00f3n. Esto requiere que toda la contrataci\u00f3n p\u00fablica debe basarse en la relaci\u00f3n calidad-precio, definida como &#8220;la mejor combinaci\u00f3n de calidad y eficacia para el menor desembolso durante el per\u00edodo de uso de los bienes o servicios adquiridos&#8221;, que debe lograrse a trav\u00e9s de la competencia, a menos que existan razones de peso para lo contrario. Esta Directiva (Directiva 2014\/24\/UE del Parlamento Europeo y del Consejo, de 26 de febrero de 2014, sobre contrataci\u00f3n p\u00fablica y por la que se deroga la Directiva 2004\/18\/CE &#8211; Texto pertinente a efectos del EEE) establece normas sobre los procedimientos de contrataci\u00f3n por los \u00f3rganos de contrataci\u00f3n con respecto a los contratos p\u00fablicos, as\u00ed como a los concursos de proyectos, cuyo valor estimado no sea inferior a los umbrales especificados.<\/p>\n<p>La Directiva europea sobre contrataci\u00f3n p\u00fablica fomenta el uso de BIM en la contrataci\u00f3n de obras p\u00fablicas para apoyar la modernizaci\u00f3n de los procesos de contrataci\u00f3n, mejorar la rentabilidad de la financiaci\u00f3n p\u00fablica y tener m\u00e1s en cuenta el c\u00e1lculo del costo de toda la vida \u00fatil de las obras p\u00fablicas. La Directiva establece la necesidad de utilizar programas inform\u00e1ticos (datos del soporte y herramientas para modelar el edificio) en los procesos de contrataci\u00f3n de obras, servicios y suministros.
