Plan BIM Peru is the programme supported and promoted by the Peru Ministry of Economy & Finance (MEF) for the successful adoption of BIM Methodologies in public infrastructure investment throughout the country. Within the framework of Plan BIM Peru, BIM is defined as a collaborative work methodology for the management of public investment information, which makes use of an information model created by the parties involved, to facilitate multi-year programming, formulation, design, construction, operation and maintenance of public infrastructure, ensuring a reliable basis for decision-making. BIM does not only refer to the use of technological tools. Its main objective is to ensure efficient information management. BIM is essential for the planning and execution of an investment, from the definition of asset requirements to the end of their use, covering their conception, development, operation, maintenance and disposal.
Plan BIM Peru is the policy measure that defines the national strategy for the progressive implementation of the adoption and use of BIM in the processes of the phases of the investment cycle developed by entities and public companies subject to the National System of Multiannual Programming and Investment Management, in an articulated and concerted manner, and in coordination with the private sector and academia. Plan BIM Peru was born as a political measure of the National Competitiveness and Productivity Plan, recognizing the need to modernize and digitize the systems for the formulation and evaluation, execution and operation of investment projects. The National Institute of Building Sciences (NIBS) initiated the U.S. National BIM Program (NBP or Program) to bring industry stakeholders together to achieve critical digital transformation throughout the entire lifecycle of designing, constructing, and operating the built environment. The Program concept has evolved through conversations and collaborations with leading organizations and communities, involving both the public and private sectors, spanning a diverse cross-section of asset/project types. This effort has recently accelerated combined with significant increases in interest from the owner community throughout the U.S., including both building and infrastructure owners.
The National Institute of Building Sciences is leading the development and dissemination of the next-generation of practice standards and processes for the built environment. The U.S. National Building Information Management Program will provide a step-change in capacity, creating a platform and community to support for digital innovation. Building information modeling is now a widely used technology providing a data foundation for increasingly digitized processes, yet practices and procedures across the architecture/engineering/construction/operation (AECO) marketplace operate under no common standards for data formats. This program offers the opportunity to improve the relationships, performance and profitability of the increasingly digitized U.S. AECO industry.
Technical standards for BIM mostly describe the writing of certain data and information, and are not intended for general users, but rather for authors of software tools and a group of experts in the field. An exception however, is the CSN EN ISO 19650 standards, which describe processes and data handling. The standard serves as a guide for refining procedures so that the data generated meets the expectations of those who needed it. This Application Guide for ISO 19650 has been written and published by the Czech National Standards body CSN.
The set of technical standards CSN EN ISO 19650 is intended for all persons and organizations involved in the whole life cycle of the construction .Historically, it is customary that Czech technical standards are written directly as a guide. In this case, it is necessary to consider that the standards taken over from international participants are not specific guidelines, but principles and rules. Specific implementation and use, setting up your own processes, documents and the forms are up to the user or are subject to further specification at national level. This guide will explain the aspects of how ISO19650 should be applied to projects.
The obligation to use BIM when awarding public contracts for construction projects has not yet been made binding on the contracting authorities by legislation. The BIM Concept implies that from the so-called decisive date (originally 1 January 2022), contracting authorities awarding contracts will have above-limit public works contracts, including contracts for related pre-design and design services the obligation to award such a public contract using the BIM
The methodology in this document focuses mainly on defining the basic procurement processes so that they can be applied to BIM, considering effective cooperation within information models. Thanks to the methodological activities of the ?AS agency, the contracting authority will have a sufficient range of standards at its disposal, and cooperation processes within BIM will thus be built on a unified and standardsied basis .
It is obvious that if contracting authorities want to cooperate regularly and steadily with quality suppliers and enable them to deliver quality, they need to change their approach. When evaluating tenders we need to reduce the pressure on the bid price and give room for quality. In the Czech environment, no universal bid evaluation model has yet been reliably enforced. There are also no bid evaluation standards for specific industries of intellectually demanding services (typically eg IT consulting, software development and delivery). This situation is long-term and has its objective reasons, consisting mainly in the current very strict view of review bodies (whether by the Office, courts or grant providers) on qualitative evaluation, as well as a total lack of methodological support to develop good practice.
In the spirit of other methodological activities of the ?AS agency, this document also builds on the already existing methodological documents. This document explains the methodology of public procurement using BIM, in connection with the evaluation of bids, especially for the evaluation of bids according to a ranking system for construction works and services, which was developed for the State Fund for Transport Infrastructure (SFDI).

This decision notice titled ‘The Building Information Models (BIM) for facility building and operating management activitiesÂ’ was approved by the Prime Minister on December 22, 2016 under the Decision No. 2500/QD-TTg. The objectives of this decision are that through the application of BIM, Vietnam can strive to achieve the objective of saving at least 30% of convertible general expenses for entities concerned during such application, enhance transparency and convenience in management and control of quality of facility building and operating management activities. Including: cutting down about 10% of construction cost (including reducing overuse of building materials by approximately 20%); decreasing construction time by about 10% compared with the approved progress; reducing duration of design and design modification by about 10%…
The decision mentions the need to prepare necessary conditions and skill training sessions for the application of BIM, including duties such as improve awareness and encourage entities, institutions or enterprises to implement BIM; outline the legal framework for application of BIM, system of technical regulations, standards or economic and technical norms where relevant; build instructions for BIM and develop the framework for training of knowledge about BIM and make arrangements for providing training to construction authorities exercising their delegated powers. From 2018 to 2020, initiate pilot application of BIM at several projects, including duties such as conduct utilization of BIM in project design, construction and management operations for at least 20 new construction packages ranging from the first to higher level in investment and construction projects financed by the state and other sources (on a voluntary basis); utilize BIM for operation management of at least 10 important projects which are subject to technical complicated requirements and developed by state funds, and from 2021, based on the review and evaluation report on application of BIM, the Ministry of Construction shall introduce the Circular and Detailed Guidance on universal utilization of BIM in facility construction and operating management activities.

The decision notice 942/QD-TTg has been published to develop BIM adoption in Vietnam with an aim to strive to reduce least 20% of administrative procedures of state agencies by 2025. On June 15, 2021, the Government published the Decision No. 942/QD-TTg approving the e-Government development strategy towards the digital Government in the 2021 – 2025 period, with a vision to 2030. The decision also sets targets towards 2025 include: At least 80% of administrative procedure records are processed completely online and people are only required to declare data once; 100% of state agencies provide services 24/7 and are ready to provide online services at any time; 100% of officials have digital identities for work; At least 20% of administrative procedures of state agencies are reduced compared to the current number; Each citizen has a digital identity and QR code, striving so that all citizens have smartphones; etc.
The decision sets out the governments digital strategy and vision with the key tasks in the Strategy being: Researching on and proposing amendments to the Law on E-Transactions and guiding documents; Developing and operating stable, safe and uninterrupted specialized network infrastructure that connects administrative levels from the central to commune level based on specialized data transmission networks; Developing and completing the national public service portal so that people and enterprises can access online public services of ministries, sectors and localities; etc. This Decision takes effect on the signing date.

Decision No. 950/QD-TTg is all about the scheme for development of smart sustainable cities in Vietnam. On August 1st, 2018, the Prime Minister issues the Decision No. 950/QD-TTg as part of a move to increase the use of ICT an other digital technologies in order to improve the competitiveness, innovation, creation, transparency, good organizational structure and effective management of city governments, enhance efficiency in use of land, energy and other resources, improve and enhance quality of life in urban environment as well as encourage socioeconomic growth and development.
Several objectives of the smart cities scheme illustrated within this decision notice, working toward 2020 include:
– To formulate the general legal framework for development of smart sustainable cities;
– To formulate the master plan for establishment of national standards serving the development of smart sustainable cities in Vietnam;
– Pilot smart city ICT reference framework in building smart cities, build spatial urban data infrastructure;
– To assist at least 03 new urban areas in investment, construction and pilot application of solutions for smart citiesÂ…
Accordingly, a number of tasks need to be operated such as Apply intelligent technologies; develop smart city infrastructure, utilities and facilities; intensify mobilization of investment and technical support. This Decision takes effect on the signing date.
