In 2015, the BIM Laboratory of Santa Catarina was created, known as LaBIM-SC, which was part of the BIM GOV SUL Network together with the states of Paraná and Rio Grande do Sul. LaBIM-SC was in charge of preparing case studies, with the aim of maximizing the potential gains with the use of the BIM methodology applied to projects, execution and inspection of works, as well as management and operation of assets.

There are numerous initiatives within the scope of the Federal Government for the adoption of BIM in Brazil, one of them is the publication of Decree nº 9.983, in 2019, which established the National Strategy for the Dissemination of BIM. This action, in addition to structuring the adoption of BIM at the federal level, also fostered and encouraged the use of BIM in state projects and works.

In order to coordinate and structure BIM actions in Catarina, Decree No. 1,370 of 2021 was published, which establishes the State Strategy for the Implementation and Dissemination of BIM in Santa Catarina (BIM SC Strategy) and the Technical Committee of the BIM SC Strategy (CT-BIM SC), currently formed by eleven public entities. This document shares the BIM Roadmap as well as the 10 objectives of the strategy which include:

  1. Disseminate the BIM concept and its benefits
  2. Coordinate the structuring of the public sector for the adoption of BIM
  3. Promote organizational, cultural and process changes for the adoption of BIM
  4. Create conditions for the adoption of the BIM methodology throughout the construction life cycle
  5. Stimulate and promote training in BIM
  6. Propose regulatory acts that establish parameters for purchases and public contracts with the use of BIM
  7. Develop technical standards, guides and specific protocols for the adoption of BIM
  8. Develop the portal and BIM SC library
  9. Stimulate the development and application of new technologies related to BIM
  10. Encourage competition in the market through neutral standards of BIM interoperability

Amendments to the laws will allow for the clients to establish requirements and (or) criteria in the procurement documents for the application of BIM methods in cases and in accordance with the procedures established by the Government or its authorized institution. 

Amendments are designed to enable the application of Building Information Modelling methods in the design, construction and installation of public sector buildings and objects.

The Goverment of the Republic of Lithuania approved the mandatory application of Building Information Modelling (BIM) methods. Resolution defines the cases (the value of the project, type of construction, type of structure) in which public contracting authorities will have to specify in the procurement documents the requirements and (or) criteria for the application of mandatory BIM methods.

Plan BIM Peru is the programme supported and promoted by the Peru Ministry of Economy & Finance (MEF) for the successful adoption of BIM Methodologies in public infrastructure investment throughout the country. Within the framework of Plan BIM Peru, BIM is defined as a collaborative work methodology for the management of public investment information, which makes use of an information model created by the parties involved, to facilitate multi-year programming, formulation, design, construction, operation and maintenance of public infrastructure, ensuring a reliable basis for decision-making. BIM does not only refer to the use of technological tools. Its main objective is to ensure efficient information management. BIM is essential for the planning and execution of an investment, from the definition of asset requirements to the end of their use, covering their conception, development, operation, maintenance and disposal. Plan BIM Peru is the policy measure that defines the national strategy for the progressive implementation of the adoption and use of BIM in the processes of the phases of the investment cycle developed by entities and public companies subject to the National System of Multiannual Programming and Investment Management, in an articulated and concerted manner, and in coordination with the private sector and academia. Plan BIM Peru was born as a political measure of the National Competitiveness and Productivity Plan, recognizing the need to modernize and digitize the systems for the formulation and evaluation, execution and operation of investment projects. Integrated Digital Delivery (IDD) is the use of digital technologies to integrate work processes and connect stakeholders working on the same project throughout the construction and building life-cycle. IDD is one of the key thrusts in the Construction Industry Transformation Map (ITM), and is aligned to Singapore’s efforts to transform the construction industry by creating a highly-skilled workforce trained in use of the latest architecture, engineering, construction and operations technologies. The National Institute of Building Sciences (NIBS) initiated the U.S. National BIM Program (NBP or Program) to bring industry stakeholders together to achieve critical digital transformation throughout the entire lifecycle of designing, constructing, and operating the built environment. The Program concept has evolved through conversations and collaborations with leading organizations and communities, involving both the public and private sectors, spanning a diverse cross-section of asset/project types. This effort has recently accelerated combined with significant increases in interest from the owner community throughout the U.S., including both building and infrastructure owners. The National Institute of Building Sciences is leading the development and dissemination of the next-generation of practice standards and processes for the built environment. The U.S. National Building Information Management Program will provide a step-change in capacity, creating a platform and community to support for digital innovation. Building information modeling is now a widely used technology providing a data foundation for increasingly digitized processes, yet practices and procedures across the architecture/engineering/construction/operation (AECO) marketplace operate under no common standards for data formats. This program offers the opportunity to improve the relationships, performance and profitability of the increasingly digitized U.S. AECO industry.

This decision notice titled ‘The Building Information Models (BIM) for facility building and operating management activitiesÂ’ was approved by the Prime Minister on December 22, 2016 under the Decision No. 2500/QD-TTg. The objectives of this decision are that through the application of BIM, Vietnam can strive to achieve the objective of saving at least 30% of convertible general expenses for entities concerned during such application, enhance transparency and convenience in management and control of quality of facility building and operating management activities. Including: cutting down about 10% of construction cost (including reducing overuse of building materials by approximately 20%); decreasing construction time by about 10% compared with the approved progress; reducing duration of design and design modification by about 10%… The decision mentions the need to prepare necessary conditions and skill training sessions for the application of BIM, including duties such as improve awareness and encourage entities, institutions or enterprises to implement BIM; outline the legal framework for application of BIM, system of technical regulations, standards or economic and technical norms where relevant; build instructions for BIM and develop the framework for training of knowledge about BIM and make arrangements for providing training to construction authorities exercising their delegated powers. From 2018 to 2020, initiate pilot application of BIM at several projects, including duties such as conduct utilization of BIM in project design, construction and management operations for at least 20 new construction packages ranging from the first to higher level in investment and construction projects financed by the state and other sources (on a voluntary basis); utilize BIM for operation management of at least 10 important projects which are subject to technical complicated requirements and developed by state funds, and from 2021, based on the review and evaluation report on application of BIM, the Ministry of Construction shall introduce the Circular and Detailed Guidance on universal utilization of BIM in facility construction and operating management activities.
