The Ministry of Development & technology for Poland has appointed a BIM working group and steering committee. The group and committee developed BIM templates to support the implementation of digital ways of working in public projects in residential construction. These are universal document templates to be used in public and private construction projects.
This set of 12 BIM templates were created by involving all stakeholders (designers, engineers, general contractors, ministries, etc.), which had the opportunity to submit comments and proposals for solutions to be used in these documents.
The BIM set includes:
- BIM Lexicon
- BIM Requirements Template (EIR) Overview
- BIM Requirements Template (EIR)
- BIM Plan (BEP) template overview
- BIM Plan Template (BEP)
- Table of production and supply of models (Template, overview, example)
- BIM annex to the contract.
These BIM templates should be used as a proposal for the layout of documents and their minimum content, which will allow for the proper implementation of BIM to meet all the project and organisational requirements. These templates can be adapted to suit a project.
RB Rail AS is a multi-national joint venture of the Republics of Estonia, Latvia and Lituania, which has been established to implement Rail Baltica, the largest Baltic-region infrastructure project in the last 100 years with a goal of integrating the Baltic states into the European rail network. The Rail Baltica BIM documentation includes overview presentations (video & PDF) along with a comprehensive package of programme-specific BIM guidance and templates aligned with international standards.

This page of the BIM4Infra website contains multiple guidance documents that have been published to foster BIM adoption for infrastructure projects in Germany.
The documentation is split into 10 parts and has an appendix:
- Part 1: Basics and BIM overall process – tools for the further guidelines and handouts, and explanation of the terms “Client Information Requirements” (Auftraggeber-Informationsanforderungen, AIA) and “BIM Resolution Plan” (BIM-Abwicklungsplan, BAP) and shows you an exemplary process of a project carried out with BIM.
- Part 2: Guidelines and templates for client information requirements – how to put together your “Client Information Requirements” (Auftraggeber-Informationsanforderungen, AIA) on a project-specific basis and what you need to consider. For selected project phases, it offers specific AIA templates.
- Part 3: Guidance and templates for the BIM resolution plan:

The NATSPEC National BIM Guide is a suite of documents that can be used to implement BIM on a project. To work effectively, the documents should be compiled in a coordinated way and read in conjunction with each other.
The intent of the Guide’s structure is to allow each edition to function as a core reference document and to confine all editing to the Project BIM Brief. This allows the National BIM Guide to be tailored to individual projects while allowing it to be progressively upgraded in response to users’ needs from edition to edition within a consistent, recognisable framework.
The documents in the suite are: NATSPEC National BIM Guide and Project BIM Brief Template, NATSPEC BIM Reference Schedule and the NATSPEC BIM Object/Element Matrix.

The Swedish Transport Administration (Trafikverket), in collaboration with industry players, has developed guidelines for the law regarding digital deliveries in design’ and created contracts for multiple construction project types. Two conditional appendices can be attached to existing assignment contracts to help establish the legal landscape for the adoption of BIM.
This website contains several PDF documents that can be downloaded and used to apply BIM into the contractual requirements of a project. In the terms and conditions annexes, the parties can regulate, among other things, the right of use of and responsibility for the digital information and can also give it a legal status to be equated with descriptions according to the contract documents.
The EU BIM Task Group completed the important work of looking at the cost benefit of BIM in public tenders. The document aims to build the case for the introduction of BIM in public procurement for individual public projects by demonstrating costs and benefits from the perspective of public clients. It reflects the analysis performed during the project and the results obtained. It is conceived as an informative, easy-to-read guide meant to prepare the public stakeholders to apply the model developed for evaluating the costs and benefits of using BIM in public tenders.
The Cost-benefit Analysis (CBA) user Handbook is structured in five main chapters:
- Introduction to the topic, presenting the purpose of the handbook to public entities.
- Insights on the present status of BIM adoption in the public sector, through literature research, interviews and an on-line survey.
- Development of the CBA tool, describing the approach and methodology used to create it, including a step-by-step guide for using the tool.
- Practical implementation of the CBA tool in six case studies, representing various types of projects (small-scale infrastructures and buildings with differing budgets and covering diverse phases of the lifecycle), to show validation of the model.
- Conclusions of all the work performed.
Planbim Chile has created a BIM Execution Plan (BEP) template as a free resource for construction professionals to use on projects.
This template can be used directly on a project. The BIM Execution Plan has two versions: ‘Offer’ and ‘Definitive’.
The BIM Team of the Roads and Traffic Agency (Agentschap Wegen en Verkeer, AWV) is responsible for the elaboration of the necessary BIM engagement documents, such as the BIM protocol and the BIM execution plan. The BIM execution plan for infrastructure projects has been prepared thanks to the insights and information from the AWV’s BIM pilot projects. The Belgian BIM protocol, drawn up by the BIM & ICT Technical Committee of the Belgian Building Research Institute (BBRI), was also a source of inspiration in realising the BIM execution plan.
The BIM execution plan, focused on infrastructure projects, aims to provide practical guidelines for BIM adoption in projects. The general guidelines for a BIM-oriented collaboration are included in the AWV BIM-protocol; the project-specific BIM execution plan takes a closer look at the practicalities of BIM collaboration. The requirements, specifications and practical agreements in the BIM execution plan only apply on the specific project or contract. Typical of a BIM execution plan is also that the practical agreements can be further updated during the project, should this be necessary.
In order to promote the emergence of BIM in Belgium and to harmonize its implementation in projects, the Belgian Building Research Institute (BBRI) has developed, in collaboration with the BIM Cluster (a collection of industry organisations), the Belgian BIM protocol and execution plan (protocole et plan d’exécution BIM belges). These apply to building projects and are available in French and Dutch. They are the result of the collaboration of experienced construction professionals from various fields, as well as professional federations and organisations such as Confédération Construction, Bouwunie, NAV (Netwerk Architecten Vlaanderen) and ORI (Engineering and Consulting Offices).
The use of BIM in a construction project requires close collaboration between the different partners, which relies on good communication and clear agreements. These are defined and gathered in a BIM protocol and a BIM execution plan. In order to help the project’s partners to draft these documents in a coherent manner, the Belgian Building Research Institute (BBRI) has drawn up, in collaboration with industry, a series of reference documents. The general template and the guide that accompanies it will serve as a common basis for all BIM projects – even if adaptations are made according to the specificities of each project.
The ADEB-VBA’s (Association of major Belgian contractors) BIM working group, in collaboration with G30 (Association of Architects), ORI (professional organisation for engineering offices and consultancy), SECO as representative for Third Party Control Offices, and the Belgian chapter of IFMA (the international facility management association), is working on the improvement of collaboration and digital document exchanges between stakeholders of the Belgian construction industry.
To do so, the work group decided to focus on the classical contract (Design-Tender-Build) and define practical guidelines related to digital exchanges within this context. The classical contract supports a segmented industry, while other types of contracts involving all the stakeholders earlier in the process allow an easier BIM implementation. However, today, the classical contract remains the most common contract in Belgium. Therefore, the BIM work group, instead of separating the classical contract and a digital-collaborative process, decided to define rules and guidelines allowing the use of BIM on a classical Design-Tender-Build process. As the classical process is the most segmented one and thus, the one with more stakeholders working with different tools at different times, specific attention must be made during the transitional phases (e.g. new stakeholders, new tools) and how the transposition of these rules could be easily developed to other contracts by shifting agreements between the different stakeholders.
This document and its annexes present a “generic protocol” as well as general rules and fact sheets allowing the stakeholders to define the collaboration rules and thus, optimise the working process. This document is intended to evolve through feedback received from its use in practice. It is focused on three main areas:
- Information about BIM, its use and the specific roles/actors that must be taken into account and incorporated.
- General requirements related to BIM collaboration, document sharing and data management will be discussed.
- A generic BIM protocol by phase, supported by a process map representing the traditional contract. This will help stakeholders to determine their project-specific BIM protocol.
