Integrating 5D BIM in large rail projects enhances cost management but faces technical, functional, and governance challenges. This paper proposes a framework addressing governance, BIM standards, digital platforms, LOD, cost estimation, and continuous improvement. Applied to Victorian rail projects, challenges include data exchange limitations and governance gaps. Further real-world validation is recommended.
