Directorate for Construction of New Tashkent / International Technology PartnersLondon-based Cross Works unveiled plans for New Tashkent: 25,000 hectare expansion east of existing city between Chirchiq and Karasu Rivers. Designed to accommodate 2.5 million people. Won international design competition early 2023. Cross Works spearheading masterplanning, digital twin development, coordination of multidisciplinary team. Cross Works developed digital twin for project: data-driven, dynamic replica of masterplan hosted on online platform. Allows real-time updates, aiding project management and collaboration. Digital twin includes urban analyses, design guidelines, virtual walk-throughs, geolocated 3D renderings. First phase covering ~6,000 hectares, District 1. Preliminary site work started, design processes advancing toward construction documentation.

Presidential Decree January 27, 2025 ‘On measures to further develop housing construction sector and improve mechanisms for regulating construction of residential and non-residential facilities on share basis.’ Builder attracting funds from shareholders must place information about construction organization and facility on electronic platform. Principle of ‘Single Housing Life Cycle’ introduced: protection of rights, effective land use, reduced implementation periods, reliable opportunity to purchase housing, popularizing energy-efficient materials.

In 2022, over 30,000 objects monitored through this system. Project documentation review transferred to fully transparent electronic system. Paper documents submission abandoned. Design and estimate documentation submitted for examination online. About 111,000 facility projects reviewed through system, saving about 20.5 trillion soums. Electronic rating of expert organizations launched. Mechanism created for certifying experts based on classification of projects by complexity categories. National information system ‘Shaffof Qurilish’ in addition to Construction Control for overcoming bureaucratic obstacles and introducing modern ICT.
